China Glaze Dorothy Who?

China Glaze Dorothy Who? is from the Wizard of Ooh Ahz collection. In my opinion it's the sparkly blue counterpart of Ruby Pumps. Dorothy Who? is a bright royal blue jelly with silver and aqua blue sparkles. The sparkles are prominent in both indoor lighting and outdoors. Formula was great, three coats and it looked great!
